  • Xhaferi takes pride in the “Capital Architect” service, criticizes the Ministry of Infrastructure

The LDK candidate for MP, Krenar Xhaferi, during the “Debat Përnime” show, unveiled plans for capital investments envisioned in their electoral program and, on this occasion, also spoke about the “Capital Architect” service.

Xhaferi mentioned a series of projects designed by the “Capital Architect,” which, according to him, are very important for Prishtina.

“The Capital Architect has completed the project for the platform connecting the Palace of Youth with Arbëria, which has been contracted and we have started the works. There is the underpass at Agim Ramadani [street], which is in the final stage of contracting. We also have ‘George Bush’ square and many other projects that have been finalized within the framework of the ‘Capital Architect’” – he said.

The frequent application of contracts for additional works, which is 10% of the total project cost, did not pass without discussion.

Regarding this issue, Xhaferi said that such contracts are very evident in the Ministry of Infrastructure. According to him, the Municipality of Prishtina stands better in this aspect.

“Prishtina has the fewest 10-percenters compared to all other levels. This is a fact I am mentioning. At least in the Ministry of Infrastructure, the 10-percenters are very evident” – said Xhaferi.

However, to avoid such a practice, according to him, there should be more professionals in the field of contract management, including engineers and contract supervisors.

“While in the Municipality of Prishtina a contract is supervised by 6 engineers—there is the manager’s supervisor, the manager, and the professional team for each field—in the ministry, there is one manager for all contracts. We are talking here about the supervision of asphalt and infrastructural investments, and I believe that this spirit will also be carried over to the central level, because there must be a larger professional team where everyone is held accountable for their own field” – he said.

“Debat Përnime” is a format that will be broadcast for a full month until the day before the parliamentary elections of February 9, 2025. Candidates for MP from the competing political parties, in addition to presenting their Program, face questions from Jeta Xharra, the editor-in-chief of KALLXO.com, Kreshnik Gashi, and Visar Prebreza from “Krypometër”.

The Vetëvendosje Movement (LVV) has chosen not to participate in some of the media outlets in Kosovo during the campaign for the February 9 elections. This party has justified its non-participation in political shows aired on certain media outlets with the claim that those media are allegedly owned by oligarchs.

RTV Dukagjini is on the list of these media “targeted” by LVV, and it is precisely on this television that the show “Debat Përnime” – a KALLXO.com production – is broadcast.

However, unlike the ruling party, other opposition parties have agreed to participate in this Debate and answer the questions of Kallxo journalists.

Jeta Xharra, the host of “Debat Përnime,” at the start of the debate on infrastructure, environment, and agriculture, said: “The roads haven’t managed to get fixed, but maybe we would have forgiven them somehow if they had at least fixed the environment. Unfortunately, the Mirash Landfill and waste dumps are in a catastrophic state to this day in Kosovo. None of the sewage treatment plants that were supposed to be finished have been completed.”
